Workflow: Capture and display qualitative assessment of segmentation or other image/data characteristics

Required for assessment of Osteoarthritis initiative (OAI) AI segmentation results and for implementing "series tagging" for approval/comment workflows which are able to target series for the next-step in a workflow.

User story:

• User selects an image from a review list (refer to #23 (closed))
• Viewer loads with study/series
• User selects a segmentation produced by OAI-Seg for grading and opens the "measurements/annotations" drawer
• User creates a new "qualitative label" and selects the desired value from a dropdown.
  • Add the option to provide a description for the label.
  • Add the option to save the measurement to DICOM-SR (or an alternative format), which is persisted back to the server
