Study Viewer Sidebar: Provide unified error list component which can be toggled on/off

Part of oak-tree/medical-imaging/imaging-development-env#69. Implement error message aggregation in the viewer, enhancing user experience by providing clear and concise error feedback. (Victor - Design complete no BE needed)

Requirements:

• Provide a side-panel compoentn which appears on the right of the study viewer.
• Provide a button in the header and allows for the component to be opened/closed.

Future work:

• Aggregate all warnings/errors into the list.
  • Warnings/errors which arose while parsing DICOM series (study level), these currently appear as red pop-up warnings.
  • Warnings/errors which arise from the active series. These should change when a new series is selected from the series navigator on the left of the study view.
