Update OHIF measurements service so that it is able to parse and categories instance annotations and series annotations

Part of #81 (closed). Currently the measurement sidebar module in OHIF has inconsistencies with loading, saving, and storing annotations made in the frontend interface. A cohesive service is needed to display instance annotations (angles, points, regions of interest) and series annotations (annotations added to the series via the OHIF tagging UI). Series annotations should appear in an overlay at the bottom of a viewport. This may necessitate that we inject an "overlay service" similar to what is available in OHIF v3.
