Create Debian packages for OCC 7.4 for inclusion in Root Docker containers

PyOCC and OpenCascade are core dependencies of Sonador 3D. Right now, we consume them from the Root 3D or Computer Vision Docker container. Creating compiled versions (with debugging turned on) takes a ton of space, and it would be better to have a Debian packaged version of OpenCascade.

Packaging scripts already exist for OCC on Ubuntu/Debian, and likely just need to be adapted for Ubuntu 20.04.
