Moved tasks previously in CLI interfaces to tasks module to make it easier to upload from a zip archive and download/extract DCM files from a zip archive.
Expanded the metadata included in the header cache
Moved common CLI parser arguments used across the Sonador ecosystem to apisettings to consolidate environment variables and settings.
