Create a SystemD file for the gateway to allow for Orthanc to be started/stopped using systemctl
While the production gateway will (probably) run on Ubuntu Core, the development devices uses Ubuntu Server for arm64 and a custom build of Orthanc. It does not include scripts to start or stop Orthanc as a service, or to manage its profile within the system. Those scripts need to be created.

Create SystemD service definition so it is possible to control Orthanc using systemctl
- Start:
systemctl start orthanc
- Stop:
systemctl stop orthanc
- Restart:
systemctl restart orthanc
- Start:

Create user, profile, and configuration so that Orthanc is able to keep its data in a logical location
